Indiana Representative Phil GiaQuinta honored Emily Swartz Keirns for receiving the Best of the Best award for her hard work and dedication with English language learners who are primarily non-native English speakers.
The district has nearly 1,600 English language learners for the 2025-26 academic year, representing a 41% increase since the 2021-22 academic year.
