Title I

Title I Overview:

Title I, originally funded as part of the Elementary Secondary Education Act of 1965 (ESSA) and recently updated with the Every Student Succeeds Act (ESSA), is the largest federally-funded program designed to provide elementary and secondary schools with financial assistance for children in high-poverty and low-performing academic institutions. The Title I program is designed to supplement academic-related instruction to increase learning opportunities for students who are at-risk academically.

These funds are also available to eligible participating non-public schools, neglected-serving institutions and delinquent-serving institutions through the local education agency (LEA). In Indiana, 97% of school corporations receive Title I funding.

Types of Title I:

There are two types of Title I programs: school-wide and targeted assistance.

School-Wide Program (SWP):

Schools with poverty rates of over 40% are eligible for school-wide Title I programming. The purpose of Title I school-wide programming is to increase student achievement throughout the entire school, focusing on the most academically at-risk students. Another component of this program is that the required School Improvement Plan (SIP) must be developed by parents, teachers, principals and administrators and focus on improving the quality of teaching and learning in the school. The SIP provides a framework for analyzing problems, identifying underlying causes and addressing instructional issues in a school that has students who are academically at risk.

Schools in EACS that provide Title I school-wide programs are:

  1. New Haven Primary

  2. Paul Harding Junior High

  3. Prince Chapman Academy

  4. Southwick Elementary


Targeted Assistance Program:

Schools with a poverty rate lower that 40% (or schools that have chosen not to implement a school-wide program) are eligible to implement programming as a Targeted Assistance School (TAS). TASs employ staff that is paid with Title I funds, whose primary focus is to serve students who are academically at-risk. There are numerous assessments used to determine which students are eligible to participate in the TAS programming and services may be provided within intervention, after-school tutoring and/or other supplemental services determined by the individual targeted assisted school and administration. East Allen County Schools currently does not have any schools operating as Title I TAS.
