"Special education" means adapting, as
appropriate, the content, methology, or delivery of instruction to meet
the unique needs of a student eligible for special education and related
services."

impairment manifested by limited strength, vitality, or alertness due

areas, such as cognition, speech & language, memory, attention,
abstract thinking, information processing

A vision loss, that, even with best correction, adversely affects educational performance
